Kids who skip school - who is to blame?

Yesterday the parents of a teenage girl who skipped
school over fifty times in one school year were
fined €2,000. The judge said that the parents were
responsible for the behaviour of their daughter. So
who is to blame? Is it really the parents, the kids or
the school that should take responsibility?
Personally, I believe that parents should control the
behaviour of their teenage children. However, it is
impossible for mums and dads to know what their
children are doing all the time. Most teenagers want
to be treated as adults, so they should behave like
adults and go to lessons, even if they find them
boring. What is more, the school is also responsible
for its students during school hours.
I think the judge was wrong to fine the parents.
